Position Overview
The Human Resources/Administration Officer will prepare, and update employment records related to hiring, transferring, promoting and terminating and prepare staff payroll. The Human Resources/Administration Officer will communicate with all DGCI staff that they understand all policies and comply with organization policies. The Human Resources/Administration Officer will maintain a good record of staff leave balances, benefits and will prepare orientation to the new hired employees. Human Resources/Administration Officer will conduct ethic and compliance training for staff. The Human Resources/Administration Officer should have good knowledge of Afghanistan Labor Law.
 
Primary Responsibilities
  • Monitor and evaluate recruitment and placement related activities, while ensuring adherence to policies and procedures in filling these posts; recommend changes or corrections related to procedures
  • Posting of job advertisement, receiving, sorting applications, arrangements for interviews and preparation of contracts for newly recruited DGCI staff.
  • Prepare, maintain and keep up-to-date all the personnel files and human resource (HR) records related to hiring, transferring, promoting and terminating.
  • Maintain and update DGCI staff timesheets and leave balances on a regular basis
  • Ensure all DGCI staff understand their benefits, prepare staff payrolls on monthly basis.
  • Facilitate the staff and management in the Performance Appraisal process
  • Prepare appointment letters and contracts for DGCI staff, change in employment status and other relevant documentation
  • Assist in the preparation of standard Job descriptions/job specifications
  • Maintain all benefits tracking allowance sheet for DGCI staff
  • Provide advice and support to staff on human resources related matters
  • HR personnel files maintained properly and timely
  • Leave, benefits, reimbursements processed, and records updated
  • Update and maintain the Human Resource Information System
 
Required Qualifications and Experience
  • Bachelor’s Degree in human resource management
  • Law degree from Afghanistan or U.S. Accredited Law School highly preferred
  • Knowledge of Afghanistan Labor Law
  • Professional-level written and spoken English, Dari/ Pashto.
  • Strong attention to detail and high-level of organizational ability.
  • Must be able to manage, mentor and train staff, work independently/in a multi-disciplinary team
  • Advanced computer skills and effective negotiation skills
  • Experienced in using all Microsoft Windows products
  • Must be able to type in Pashto, Dari and English, knowledge of official email composition and official letters in Pashto/Dari and English
