DGC International seeks to hire a Government Contracts Administrator to support an Operations and Maintenance (O&M) and Training Services project in Afghanistan.

Project Overview
This project is in support of Afghan National Defense Security Forces (ANDSF) for the Government of the Islamic Republic of Afghanistan (GIRoA) sites and facilities located in provinces throughout Afghanistan.

O&M services support includes operation, maintenance and repair of real property inventories/facilities and completion of related services.

Primary Responsibilities:  The Contract Administrator shall be responsible for the duties of the Project Manager (PM) when the PM is not available and shall perform the PM duties in the absence of the site PM.
  • Hold responsibility for the overall management of the contract
  • Support requirements for new critical facilities and infrastructure within the Afghanistan Area of Responsibility (AOR)
  • Be available during normal work hours, Sunday through Thursday, and shall be at-call for telephone communication with the Contracting Officer and/or CORs 24-hours a day, seven days a week
  • Hold responsibility for execution of approved PWS, approved work plans, and all federal and host country laws and regulations
  • Ensure coordination of project issues with USACE Districts and ensure all site activities are performed in a safe manner
  • Maintain close communication and coordination with USACE for the duration of the contract, including monthly progress and performance reporting
  • Hold periodic status meetings, manage the implementation of all contract policies and procedures, and take immediate corrective action when performance is not acceptable to the U.S. Government
  • Oversee the management and coordination between Contractor staff, Subcontractors and USACE
  • Development and implement record keeping; administrative and quality control; and performance management

Required Qualifications and Experience 
  • Willingness to perform work in austere overseas locations
  • Possess a Business Management or equivalent Bachelor’s degree;
  • A minimum of five years of experience in the types of services required by this solicitation in administering Government contracts
  • Obtain all necessary background checks and credentials for operating in theater
  • Meet all pre-deployment medical, psychological, and training requirements
  • Proficient in the use of spoken and written English language
  • Working knowledge of applicable Federal and Host Nation laws and DOD directives and instructions, as they apply to the region specified in this contract.
